Unrated Films?

It seems that unrated films have been popping up everywhere these days, and that bothers me. Have you ever wondered what is to stop these unrated films from being purchased or seen by an unaged kid, especially with the Internet factor?

Sooner or later, films that are not released in movie theaters will need to be rated with either an G, PG, PG-13, R, or NC-17. This includes all independent films as well. In fact, I think that public film festivals would go more smoothly if their films were rated. I know that everyone has their own tastes, but I like to be entertained, not offended. I think the movie rating system would solve or narrow this down a bit. Therefore, I don't understand why it's not being done. I guess it is another one of those money factors.
