Make him/her their favorite home cooked meal if take out is out of the question. Ever heard the old saying that the way to a man's heart is through his stomach!
Make a homemade coupon book offering various services - examples "This coupon entitles the holder to one free ______ " and then fill in the blank. Choices of the coupon blank could be anything, such as a free backrub, a free foot massage, a free carwash, night out on the town, all to be used and redeemed whenever they want.

Instead of buying flowers from a local florist check with any of your chain grocery stores. (Safeway, Shopper's, or Giant to name a few.) These flowers are just as pretty and they are way cheaper. Remember if you're buying live flowers anyway, they're eventually all going to die. The money you save alone on flowers can be used for dinner out somewhere.
If you live in a warm area, pack a picnic lunch and head to a local park. Just getting away from the house will be a treat.
After a long day at work let your significant other come home to a hot bubble bath with romantic music playing softly in the background.
Look in your local paper for 2-for-1 meal offers at nearby restaurants. You can also save money at a nice sit down restaurant by sharing meals. Example Order an appetizer to share and then order one entrée and split it. We sometimes do this. Recently at the Outback Steakhouse we ordered the Three Lobster Tail dinner and split it. We added a salad for my husband. This was very affordable and with the bread they brought out it was very filling.
Breakout some of your favorite photos as a couple and reminisce.
Write your mate a "Love" note telling them exactly what they mean to you. Remember to put in things like "You make me smile because, The reasons I love you are ...." We all need to know we're appreciated and loved!
