2 New Gibbs Rules on "NCIS"

Learn What Rules 5 and 35 Are from the Latest Episode of "NCIS."

Jethro Leroy Gibbs of the "NCIS" team told his team to remember two more of his rules while investigating a copycat Por-to-Port killer.

While going through video and photos of the crowd from one of their crime scenes, Gibbs reminds McGee of Rule 35. Rule 35 is "Always watch the watchers."

In this case, the guy watching the crime scene became a suspect because he was wanting to see how the PTP killer displayed the body. This guy wanted to become famous for 15 minutes. This time, this suspect will not have his 15 minutes of fame from being the watcher at a crime scene since he did not kill Tony's old partner from his detective days.

Gibbs' second rule to be brought to life was Rule 5. Rule 5 is "Don't waste good."

During the same episode, Tony remembers Gibbs telling him Rule 5 at the end of the show. The death of his former partner with the Baltimore Police Department brought back memories of Tony meeting Gibbs for the first time.

He also remembered the conversation they had as Jethro showed him to the personnel department to fill out an application to become a member of "NCIS." Tony also received his first Gibbs slap in the hallway for becoming a NCIS agent.

Tony tackled Gibbs during this episode while staking out Joey Peanuts for a drop on money to be laundered. Tony calls Gibbs a scumbag while chasing him.

Tony arrests Gibbs only to find he's a NCIS agent.

Tony says he'd rather have the plague than become a NCIS cop. Tony should have been careful of what he wished for when saying that because both things happened.

Tony let his partner in Philadelphia go when he found out he was a dirty cop. This is why he left Philly and went to see Gibbs to let him know what he decided to do about it.
