2001 Bush Order on Paper Secrecy Reversed

House Oversight and Government Reform Committee Chairman Henry Waxman stated "Today, Congress took an important step toward restoring openness and transparency in government." The presidential papers bill overturned on Wednesday, negates President Bush's 2001 order. Bipartisan support drew and bypassed the veto-busting measure with a margin vote of 333-93.

Since 2001 historians have disparaged Bush's order that allowed the White House or a former president to impede release of a former president's papers. Which put the burden on analysts to prove specific need for most types of records. The order also gave former vice president's the right to halt the release of their papers as well. Previously an executive priviledge reserved for presidents only. In addition, the order extended rights to deceased presidents' designees to keep their papers secret indefinitely.

The House bill would give current and former presidents just 40 days to object to requests to view their papers. It also allows a sitting president to deny a former president's claim of executive priviledge and strips historical documents priviledges of "deceased designees" and former vice presidents. The White House declared that "the bill encroaches on the president's constitutional authority and the 40-day deadline would force presidents to use executive priviledge to impede information requests out of abundance of caution and thereby invite litigation" in it's veto warning.

Numerous historians have given their support of the bill stating that Bush's order has hindered the declassification process. According to the director of the National Security Archives at George Washington University, Tom Blanton, the average release time has increased significantly since Bush's order. In 2001 the average release time for presidential documents was 18 months compared to 78 months now. Which, Blanton directly contributes to one year of lag time.

A similar bill is expected to be introduced in the Senate also.

    Thanks Jerry and Jeanne. I try to remain in the middle as much as possible also. When we are all united great things happen. Just like a set of scales too much weight one way or the other doesn't balance.

    Yeah and if the CM's had their way - you wouldn't have either Carol. LOL They are getting pickier and pickier about some stuff like real NEWS over stories about Britney and Dannielynn Smith.
