Your first question will obviously be "how?" - why else would you be reading "4 Steps to Always Have 10 or More Articles in Your Queue On the Yahoo! Contributor Network "? Never fear. I'll answer your how-to question right now.

I currently have 21 articles in my queue awaiting offers (or - cross your fingers! - review), and here is how I do it:

Step 1 to Always Have 10 Articles or More in Your Queue on the Yahoo! Contributor Network - Have a daily goal and stick to it

If you don't know how to set a goal and stick to it, try seeing here, here, and here. If you do know how to set a goal, then you are one step ahead.

It is vital that you pick out a daily amount of articles to write every single day, but more importantly, it is vital that you actually write these articles.

Step 2 to Always Have 10 Articles or More in Your Queue on the Yahoo! Contributor Network - Know What Articles Get Upfronts

You must know which type of submissions and subjects get upfronts. Otherwise, submitting an article for upfront payment when it won't receive one means a long wait time before publication and a nasty note from your editor basically telling you that you are an idiot, because Y!CN doesn't give upfront offers on those types of submissions.

Step 3 to Always Have 10 Articles or More in Your Queue on the Yahoo! Contributor Network - Write at Least 2 Articles a Day for Upfront Payment

No matter what your article goal is, you have to actually write enough articles to a day to achieve this goal. By writing two articles a day for upfront payment, you will have ten articles in your queue by day five. It takes one-two business weeks to get an offer, which means bare minimum five days.

Step 4 to Always Have 10 Articles or More in Your Queue on the Yahoo! Contributor Network - Write Every Day

Write 2 upfront payment articles a day is the bare minimum to stay ahead of this goal. If you write a bunch of articles for upfront payment in the first five days, you won't have to do as much as time progresses.

Voila! You will never have an emtpy queue again!

Very enlightening and that explains why I don't write articles for anyone else but me (hey that could be a song). I write an 'article' that I can legally stuff with links that pay me and only I need to approve it to go on my own blog. I like that better and it pays more too.
