4 Year-Old Fatally Shot in Head While Jumping Rope

Police Chief Promises Safety Initiative

Jeanne Marie Kerns
Lisa Owens spoke out Tuesday about the death of her 4 year-old daughter, Jasmine Owens, who was fatally shot last night by a drive by shooter while she was outside of her Milwaukee area house last night while jumping rope. While tears roll down her face, Alicia Owens thinks of her baby daughter and tells others what a lovable, sweet, happy child she was, as reported by Associated Press

No suspects have been named in the drive by shooting as of yet, but authorities do know that around 8:20 pm, a car with 4 or 5 people pulled up and two of the people fired multiple shots trying to hit a 26 year-old man.The man however was shot in the leg and was treated and released later on that evening as stated by Chief Nan Hegerty.. Police were trying to talk to the young man, but he is being uncooperative and is being held on an obstruction charge according to police officers. Police are strenuously looking for the shooters or anyone that knows anything about the shooting. Unfortunately as of today, no one has come forward.

Milwaukee Mayor Tom Barrett ,Police Chief Nan Hegerty and Governor Doyle have announced that due to the increase in drive by shootings this year alone, and the shooting death of Jasmine Owens, the city is going to increase the police patrolling in high crime areas. Since the new year began, there has been 39 homicides already, 7 more than last year at this exact time, as reported by WISN

With the Neighborhood Safety Initiative going into effect from May 20, 2007 to September 8, 2006 and costing over 2 million dollars, it will send a message to drug dealers, gang members and thugs all across the Milwaukee area to know that the police and the city are not messing around with them anymore and that they are coming after them, and they will catch them. Authorities however will not reveal the amount of officers that will be participating in the initiative, the police chief does promise that there will be a decrease in homicides, rather than an increase.

This cannot be fixed by more police, only by more community involvement by the community, and by changing the attitudes of the young men (and women) who get sucked into the gang way of life.

    Very sad.

Thank you for reporting this news. It truly takes a barbaric individual to kill an innocent human being in such an arbitrary manner.

People just don't think about the consequences of their actions. It's very sad.

This is awful. So sad and unnecessary.

Such a senseless act of violence. It's usually the defenseless ones that are hurt most.
