Abstract: Breaking Through to Voters

Looking to confront voter apathy and lack of democratic participation by young people, Montana state representative Jim Keane decided to challenge a group of high school students to pass a bill. Keane gathered ideas from students, evaluated the proposals for success, and then asked the students to provide research justifying the potential bill. It's more than just an educational exercise, as Broder artfully explains how the Butte High School students got their logging bill passed -- with the governor coming to the school for the bill's signing ceremony.
