The actor is not completely nude - Guttenberg is wearing a hat, a t-shirt, socks and jogging shoes. It's as if Guttenberg simply forgot to put on his pants that morning.
At the beginning of the video, one of the cameramen explains a rumor that Guttenberg regularly jogs through Central Park without his pants. They spot him, and the camera zooms in on a figure who definitely does not have pants on. One cameraman yells, "It's the Goot!"
The camera follows Steve Guttenberg on his morning jog, showing him stopping to stretch, his one foot up against a tree as he stretches his leg muscles. Thankfully, all sensitive areas are blurred out. However, one can imagine the view the cameramen suffered.
Once done with his stretches, Steve Guttenberg turns his back to the camera, and it becomes very clear that he is definitely not wearing pants.
The cameramen approached Steve Guttenberg and asked him some questions. Guttenberg shook hands with one of the cameramen and said, "Hi, nice to meet you." When the cameramen asked Guttenberg if he was going to be participating in the marathon this year, Guttenberg replied, "No no no. I just run. I run everyday."
The cameraman asked, "Where are your pants though?" Guttenberg dodged the question and replied he had a meeting to attend, that he was doing a thriller. As Guttenberg jogged off, he waved to the camera and wished everyone "Be well!"
It's unclear whether the incident is staged or not, but my gut reaction is that it's authentic. You can see for yourself by watching the video, which is probably not safe for work, even with the censored bits.
Steve Guttenberg is probably most famous for his role of Sgt. Carey Mahoney in the Police Academy movies. Guttenberg has also starred in Cocoon and Cocoon: The Return, Three Men and a Baby and Three Men and a Little Lady, and more recently played a reoccurring role on television's Veronica Mars.
According to the Internet Movie Database, it is rumored that Steve Guttenberg plays the character Wade in Treasure of the West, which is filming and will be released in 2009.

I don't know, Carol! He didn't seem high or drunk in the video... maybe confused a bit. It'll be interesting to hear his publicist's statement, explaining this incident away.
