First and foremost there is of course Sailor Moon, one of the first more popular anime shows that we had here in the United States. It is also probably one of the easier costumes, since it is essentially a cross between a schoolgirl and sailor's uniform, and as a bonus you can go with a whole group of your girlfriends dressed up like this. What you need is a simple white short-sleeved short with a collar and big bow to go around your neck (color depending on which Sailor Scout you are of course). The skirt is short, also with a bow in the back and goes along with the color scheme of whichever character you are. The shoes are a bit tricky; if you're anyone other than Sailor Moon or Sailor Mercury then all you need is a simple pair of high heels. However those two characters have boots so my recommendation is to get a cheap pair of knee high boots and decorate them and be done with it. There are props you should wear with this, such as diadems but the outfit pretty much speaks for itself and is immediately recognized. If you're Sailor Moon you may want to go to a toy store and get the wand she uses.
Now for a different kind of costumes in all aspects, including complexity you could always try Anthy's Rose Bridal dress from Utena. This is a gorgeous red dress that you could make in two pieces for comfort and simplicity's sake. The top of the dress looks much like a military dress with epaulets hanging off the shoulders and a well-defined collar. There are no sleeves although there are cuffs to wear at your wrists and at the bottom of the shirt is a blue ruffle that goes all the way around the hem. The skirt is just a big full skirt much like you would find at a wedding because of its fullness. As a bonus to add to this costume I would recommend a short purple wig and a crown to go on it as well as a jewel to go in the middle of your forehead. You could also get a little stuffed monkey to act as your Chu-Chu.
Let's get into some outfits for the guys now. Anime is always friendly and easy for girls but there are some decent ones of the boys out there too. Take the title character's outfit from Inuyasha; it is a really easy one as it looks like a big red pantsuit. You do need to make sure that the sleeves are open and flowing and the pants are as well but the cuffs on them come together a little tightly. Wear a belt around the middle to define the costume more. Additions to make the costume more authentic you should get a long white wig and cat ears (both of which should be cheap enough at any costume shop) and a big (fake) sword to carry around. The character is usually barefoot but you can wear thin sandals to make walking around outside more comfortable.
Another anime that may or may not be as popular as the others is Fruits Basket. While most of the costumes on here tend to be similar because it is a school uniform, the character of Haru Sohma would be an interesting costume to wear. He wears a sharp black suit with white hems on the collar and cuffs of the shirt. The shirt open to expose most of the chest and black boots with buckles on the side. He also wears a lot of necklaces that look tribal so go and pick up some cheap ones at any store such as Claire's or Spencer's of those to help complete the costume. But what will really make this costume noticeable is the hair; he has white spiky hair all around except in the back which is pitch black (the reason for is a major plot point in the series) and to achieve this you could either use hair paint all around except for the back or get a white wig and dye the back part black That extra part will really bring the costume to life.
Getting back to the girls, you could try Yomiko's costumes from the Read or Die anime. This one should also be very simple and interesting. It is a simple white button down shirt with a pink vest and red tie complete with a gray skirt. You can wear a any color duster over it but make sure it has pockets so you can have books in there. Make sure to carry around slips of papers as well for your fighting weapons. Grab a pair of fake thick-rimmed glasses to complete this simple costume.
