No country is collectively dumb. Every nation grows, adapts, and survives. While some nations have more access to modern advances and resources than others, every nation knows how to take care of their basic necessities. America is not a dumb nation by far. In fact America is arguably the smartest nation there is. Those Americans who aren't book smart are street smart, and both kinds of intelligence are important.
America is supposed to be the greatest and finest country in the world. America is the land of opportunity, and this includes the opportunity to learn and gain knowledge. America provides everyone with free education until college, and students with good grades can get academic scholarships for college. America is the most advanced nation in the world in terms of technology, education, and intellect.
The main problem is that Americans do not like to think for themselves. Since many teachers spoon-fed students answers, most Americans grow up expecting it in real life. Americans also tend to believe what they see and hear from the media. As a whole, Americans tend to be manipulated by society and the media. Many Americans tend to be followers instead of leaders or trend setters. They do not look into information for themselves or question many sources. The average American tend to be too busy to stop and think or reflect on things.
What Americans need to do is slow down and take some time to enjoy their lives. Americans want everything fast including information and explanations. Americans just need to stop for a minute to take time and put their brains to good use. All Americans have the capability to be smart and intelligent, lots of them just do not use it. Americans are collectively smart as a nation, they just can't seem to collectively show their intelligence.

America could never be described as "liberal". Any country which still has capital punishment can only be described as "backward".
