Among 2010 high school graduates, those from the state of Washington led the nation in average SAT scores, according to SAT State Profile Reports published by The College Board.
The SAT Reasoning Test (previously known as the Scholastic Aptitude Test) is a standardized college placement exam used to assess whether high school students are prepared for college. The SAT measures proficiency in critical reading, mathematics, and writing. The three sections of the SAT are each worth 800 points--2400 in total. Many U.S. college and university admissions boards have long relied on SAT scores to determine which students to admit to their institutions.
When collectively ranking high school graduates from each state by average SAT scores, it is necessary to distinguish between "SAT States" and "ACT States." Simply put, SAT States are those where most college-bound students take the SAT, whereas ACT States are those where the majority of students sit for the ACT, a competing exam. This distinction is important because students in ACT States who take the SAT tend to be the top students in their states: students likely to apply to the nation's most selective colleges, many of which are located in SAT states and whose applicants traditionally submit SAT results. Consequently, average SAT scores in ACT States tend to be inflated due to low participation rates. As explained by The College Board: "Typically, [SAT] test-takers in [ACT] states have strong academic backgrounds and apply to the nation's most selective colleges .... For these states, it is expected that ... SAT scores ... will be higher than the national average."

You're not comprehending the article, Gregory. Go to the bottom of page 3 to see the rankings that you cite. Those are ACT states, not SAT states. The link to the College Board Reports are at the end of the article. Now, go back to the first page and read the quote from the College Board. You have to rank SAT states and ACT states separately because of "participation rates." The only kids in Iowa, Minnesota, and Wisconsin who are taking the SAT are the top students in those states; that is, those students who are trying to get accepted to elite East and West coast schools that typically rely on SAT scores for admission. The other kids in those states are taking the ACT. Therefore, states like Iowa, Minnesota, and Wisconsin have inflated average SAT scores. Let me make it simple for you: if only running backs and wide receivers are timed in the 40-yard dash for Football Team "A", Football Team A is going to have a great average time in the 40- yard dash.

While I trust my math, I would encourage anyone who doubts me to Google "College-Bound Seniors 2010" and look at numbered page 1 (actually the 5th page) of any state report then compare that to the scores published in this article.
Read the third and fourth paragraphs Gregory. It's always wise to understand the methodology. SAT and ACT states are ranked separately.

Interestingly enough, I went on the College Board website and compiled the SAT data myself. According to my table, the SAT scores this article show are correct for the said states. However, the shown states are not 1st-25th as stated but instead 25th (Washington) through 50th (Maine) with the exception of 33rd (West Virginia).
