Urban Decay advertises this eyeliner as being waterproof and claims that "this never-before-seen formula stays soft and creamy for blending . . . then dries down to a long-lasting finish that WILL NOT budge".
However, to my disappointment, I found this eyeliner to be too soft and smudgy. It never appeared to dry like the advertisement claims. I could still with virtually no pressure wipe it off with my finger. And after about 3-4 hours of wear, you end up with the "raccoon" eye effect. Also, the main reason I wanted a waterproof eyeliner was because I tend to get watery eyes, which gets worse when my allergies act up. But the eyeliner was pretty much washed away once my eyes got the slightest bit watery. Also, for a waterproof eyeliner, it can be removed quite effortlessly with just a wet washcloth - every other waterproof eyeliner I've used in the past required eye maker remover to be taken off. So I find that a bit strange.
Another thing worth mentioning is that I found the Rockstar eyeliner actually lasted longer than the Bourbon one, so between the two, the Rockstar eyeliner outperforms the Bourbon liner. And another thing I didn't like about the Bourbon eyeliner was that the "glittery" stuff was difficult to remove - after removing the eyeliner itself, I was left with glitter around my eyes for at least a couple of days.
On a positive note, both eyeliners I used glided on smoothly - there was no tugging at all. Plus, these Urban Decay eyeliners come in a wide variety of very trendy colors. My complaint is that they don't appear to be very good waterproof eyeliners. The eyeliner comes off and smudges way too easily. Consequently, these eyeliners would probably be perfect for someone who wanted to do a smoky eye effect. But for someone like me who is prone to "allergy eyes", this is not the pencil for you.
Another downside to this eyeliner is that it has to be sharpened daily. Because it's such a soft eyeliner, the tip doesn't stay sharp after it's used. And if you're like me and prefer a sharp pointed eyeliner for a more precise, narrow line, this can be a major frustration.
Bottom Line: Not worth the money! The 24/7 Glide-On Eye Pencil by Urban Decay costs $16.00 per pencil. That's way too much money for an eyeliner that wears off and smudges the way it does. So if you're looking for a long-lasting, waterproof eyeliner, you should keep looking. On the other hand, if you want an eyeliner for a "smoky eye" look, this could be a fabulous eyeliner for you.
