Every child is going to be different with each product your try. Some products may work great for one child and may not for the other. Here are a few products I used for my newborn baby's sensitive skin:
Eucerin Original Lotion and Creme
Eucerin Original Lotion and Creme was the best baby lotion for my newborn and worked wonders. This was the product that was recommended by my pediatrician. The Eucerin lotion really helps your newborn baby to relieve the extremely dry, sensitive skin. You can find Eucerin products in any grocery or drug store. The Eucerin Original Creme and Lotion provides a protective barrier and seals moisture into the skin. The Eucerin products also contain very little ingredients for maximum security and are fragrance-free and non-irritating.

Gentle Naturals Baby Eczema Cream
Gentle Naturals Baby Eczema Cream was given to me to try on my newborn baby by my husband's patient and it worked great also. This baby lotion is a super rich, soothing moisturizer for babies especially with eczema. The Gentle Naturals Baby Eczema Cream has petrolatum and dimethicone to form a barrier on the skin to prevent moisture loss. The newborn baby's lotion also contains aloe vera, calendula, jojoba oil, apricot oil, and soybean oil as well as vitamins A, D, and E. Burt's Bee Baby Bee Buttermilk Lotion for Sensitive Skin of all Ages
Burt's Bee Baby Bee Buttermilk Lotion for Sensitive Skin of all Ages is another great lotion for your newborn baby. This worked great for my friends newborn baby's sensitive skin. The Baby Bee Buttermilk lotion has gentle ingredients that include vitamin E, aloe vera buttermilk, sunflower oil and coconut oil. They do not use parabens, chemical additives or synthetic fillers or preservatives. Burt's Bees features Buttermilk in their Baby Bee Buttermilk lotion because it is richer in fats and emollients than whole milk and is a natural soothing skin softener.

I love your baby picture. Eucerin is really good. Also, the base used for compounded pharmaceutical lotions is inert and extremely mild. Your pharmacist may be able to sell it to you plain and unmedicated. My daughter used to run a compounding lab, and I've used this plain and simple lotion base with great results.
