Kohl's
Kohl's is by far my very favorite place to shop for new baby clothes for my little girl. The reason? Of the stores that I've visited in my area (Rhode Island and Massachusetts), I've always been quite pleased with both the wide selection and the great prices. There always seems to be a sale happening, which makes this store a top choice when keeping your budget in mind. The clothes are of pretty good quality for the price, and since babies outgrow everything so fast, you don't have to feel guilty about shopping here. A prime example is being able to get Jumping Beans separates for just $4 a piece!

Brands: Some brands they carry are First Moments, Carter's, First Moments, OSHKOSH, Nike, Tony Hawk (for boys), and Jumping Beans (which seems to be Kohl's own signature brand)
Pros: plenty to choose from, affordable prices, constant sales
Cons: some of the better sale prices only apply to those who hold Kohl's charge accounts
Babies"R"Us
Ahhh, Babies"R"Us. I have a love/hate relationship with this store for the very fact that so many things that you can find at this store, you can also find much cheaper either online or at another store. However, I will admit that you can find most ANYTHING baby-related here, and that definitely includes clothes. A huge part of the store is usually dedicated to clothing, and Babies"R"Us carries everything from hard-to-find preemie sizes to the elusive 9 months size (that's another story for another day). The choices are vast, but the prices tend to be a little higher than other department stores. Make sure to take a detour to their clearance section, which is usually pretty large and well organized.

Pros: A vast array of choices as far as size is concerned, associates are usually very knowledgeable, higher-quality clothing, Rewards program (the more you spend, the more you earn towards coupons and free money), great clearance section
Cons: A bit more on the pricey side, usually not a ton of these stores around
Walmart
Walmart is a store that may not have a huge selection of infant clothes, but the fact of the matter is that this store carries those clothes for a lot less than other stores. Their main attraction is the Garanimals line, which is their signature Walmart baby clothes brand. Garaninals are super-affordable (ranging from $2.99 - $5 for each piece) and are sold as separates so you can mix and match with ease. You can also find some killer clearance sales here if you've got the time to rifle through the racks (in my experience with a lot of different Walmart stores, things are usually not very organized, unfortunately). This is probably the best store to shop at if you're on the tightest of budgets.

Pros: super-cheap clothing but still decent quality, mix and match choices, one-stop shopping (especially since diapers and wipes tend to be super-cheap here)
Cons: not as much selection as other stores, baby clothes department is usually in disarray, not as many choices as far as sizes go
Target
Personally, for me, Target is a favorite in general because there are so many baby items they carry here for very good prices (the formula I use especially is the cheapest here out of anywhere). Shopping for baby clothes here is convenient, but it may not necessarily have all the choices you need. Of the Target stores I've visited in the New England area, it seems that they're heavily stocked in newborn sizes, but 9 months and beyond are a little tougher to pick out. Also, they tend to switch to the next season rather quickly (as in, having short-sleeved summer onesies on display while it's still snowing out). Still, Target is fantastic for buying baby clothes in sets at great prices, especially for the Just One Year line. For example, if you're buying in winter, you can find sets of a long-sleeved onesie, pants, and a hoodie sweater for $8 or less. In summer, you can get sets of a short-sleeved onsie, pants, and a dress for the same price.
