If you go with long hair, the effect can be stringy and flat at the weight of the hair pulls the hair down, but because your hair is fine, it will lack body, and tend to just hang there lifelessly. Not to mention there will be more tangles and knots than you probably want to deal with.
Go too short, and you don't have enough weight to control the curl. You could also have nonstop cowlicks and fly aways that aren't worth the trouble either. Even if the cut itself has a great shape, once the curls spring up, it will look like a hair dome.
The best weight for fine and curly hair is generally between shoulder length and chin length. This gives the hair just the right amount of weight to balance the curl with the fineness of the hair. The longer the length, the more layers that should be added to help the curls 'stack' themselves while giving you body for movement. The layers should be long and gradual, not short and choppy. Short and choppy layers will not give you enough weight to manage the curl and will take all of the shape out of the cut.
The shorter you go with your cut, the fewer layers you should add. A blunt cut is perfect because you don't need to 'stack' the curls when they are about chin length. The lightness of fine hair does that for you. Also the weight of a blunt cut will keep the curls in control and prevent flyaways as well.
Also, be sure to use a shampoo and conditioner combo that both hydrates your curls, but doesn't weigh them down. This is important because most shampoos for a curly texture are heavy, and not great for fine hair because it makes the hair heavy and limp.
A medium length hairstyle is versatile enough to do so many things with, it's truly a great way to manage and control curly, fine hair. Now you can take the guess work out of dealing with both the weight and texture of your hair. The right haircut is the most essential thing about having great hair.
