Popular Science did an excellent piece on how to make an iPhone application. It is a three part series, and the author, Dave Prochnow, does a wonderful job of describing the work involved in making his own app for the iPhone. He lists costs, hardware and software required, development issues, and insight into the app approval process. It is definitely worth a read and is available for free online at the PS website: Part 1, Part 2, and Part 3.
Dev Forums
For budding developers looking to discuss concepts and ideas with other developers, app forums can be an excellent starting ground. One of the most popular forums is iPhone Dev SDK, dedicated to dealing with coding and developing for the SDK platform on iPhone, iPad, and iPod titles. It's not limited to just developing apps, it also is a place to discuss the marketplace and economy of the app selling model on Apple devices. iPhone Dev Forums is also a good place to ask questions and learn about developing apps for Apple devices. For those interesting in developing for the Droid platform smartphones, look into AndroidForums, and Droid Forums.
Games
Want to jump into the world of mobile game app development? I would heartily recommend checking out the wonderful TouchArcade website. They have a wonderful forum, with a section just for mobile app developers to meet and discuss projects, and also get feedback from forum members. They are one of the powerhouse gaming websites for mobile applications and I strongly suggest submitting your games to them for reviews, hopefully you'll make it to their front page and gain additional publicity on this great gaming website! AppMakr
Don't know any coding? Relax! If you are looking to make a feed-style application for the Apple devices, then AppMakr should be a great tool for you to use. Available for free, but currently in beta, AppMakr is a simple tool for non-programmers (like myself!) to make Iphone, Ipod touch and iPad mobile feed apps. Check it out at the AppMakr website!
AppInventor
AppInventor, from Google Labs, a a tool to make your own apps for the Droid devices. It's currently free and has an awesome array of help tutorials available on the Google Lab website for it.
