First, you want to make sure that the trip you book is for the right kind of fish. For some, the species may not matter, as some people like to fish for anything that swims. However, if the fisherman you are shopping for has a real dream trip in mind, book the trip for the species he desires. If he is looking for a wilderness trip, fishing for wild trout or salmon, he won't be as thrilled with a bass trip on a boat, or deep sea fishing trip.
Next, you will need to find a list of possible guides. You can start by doing a Google search, which will probably give you several dozen results and possibilities. Another good source is the advertising section in the back of outdoor magazines like Outdoor Life, or Sports Afield. Once you have a working list, you will have to start researching the guides. Narrow down your list based on preferred locations, and amenities provided by the guide. Most outfitters will have a website that will show you what they provide, and how much their trips are.
After you narrow down your list to a few choices, you should contact the outfitters, and ask for references. Any outfitter who is not willing to provide references should be removed from your list. Outfitters who are legitimate (and there are many who are not) will not hesitate to provide you with a list of people that they have guided before. Remember that he will probably only give you the names of people who were very satisfied with his services, so you have to take that into consideration. Make sure you contact the references, and ask questions about specific aspects of the trip you are interested in. You will want to ask about the professionalism of the guides, the accommodations, and any amenities that were offered. You will also want to ask about success rates.
Once you pick an outfitter, you will need to call to book a trip. You will probably want to have at least one "backup" chosen, just in case your first choice is not available at the time you want. If you have a particular date in mind, be sure to call early in the year to book so that you have the best chance of having your selected week open. Of course, it is much easier to book a trip if you have flexibility for when you can take your trip. When you call, make sure to double check on things like the accommodations available, any amenities that you are planning on, and food choices. Make sure to make any special requests known at the time of booking. If special food is needed, or if there are any allergies, make sure make that known to the outfitter at the time of booking so that they can be prepared to accommodate you. If more than one person is planning to go (whether fishing or not) make sure to set up all the arrangements for accommodations, and meals.
Finally, surprise your fisherman in some creative way with the trip you have booked. It can certainly be a daunting task to book the right trip, but if you do your research, you will be pleased with the results. If you are diligent to check out the outfitter, you will not be disappointed. There are many outfitters that are not good, and many that are nothing more than illegitimate. But, if you do your job, you will avoid them, find a reputable outfitter with tremendous accommodations, and your fisherman will have a wonderful trip!
