Brain Drain and Brain Down the Drains

Efflux of talent to other countries is a serious problem with some countries that have considerable skilled personnel but fewer opportunities .The available opportunities are cornered mostly by vested interests who are flourishing. The concern is shared by two persons who are engaged in a conversation. Tom and Kim are the characters in this story.

Tom: I find the situation alarming. Many talented persons are leaving the country.

Kim: What is the use of complaining? They get better opportunities abroad. Here our leaders and top bureaucracy place obstacles before a creative person. Naturally they look for greener pastures.

Tom: That is true.But you know the country is impoverished. We are facing acute shortage of scientists, doctors, specialists, managers and computer specialists. How long can we afford to have this brain drain?

Kim: Don't you know the reason why people leave the country Years ago, I think it was Parkinson who said; in public service mediocrity enjoys a premium. Only second rate people remain in service. They see that all those working under them are third rate. These people in turn see that all working under them are fourth rate. This race goes on to such an extent constant flight of talent takes place. The first raters leave the country and take shelter in the West. If you want to prevent brain drain you must recognize and reward talent here and now. Other wise brain will go down the drains. That is what is happening for those who chose to remain here. Local conditions choke creativity and innovation.

Tom: I fully agree. I wish to supplement what you said. In Western countries you have a think tank of eminent people to advice organizations including the government. But we have septic tanks instead. How can the result be different from what it is now? We have to live with misfortunes.
