Due to the nature of the bill, much controversy has been brought along with it. Pet owners and lovers want to have their pets under control and in the best possible state of health. Pet activists believe that this completely violates laws of nature, and that the bill could eventually wipe out the California dog and cat populations, reported Reuters.
Although pet owners can refuse to have their pets spayed or neutered, it would cost them a heavy $500 fine for each non-sterilized pet. On the flip side, certified dog breeders could receive exemptions from the law as long as their practices were deemed fit.
With the public controversy came a nearly split decision by the mainly democratic Californian Assembly. But despite this, the bill was still passed by a few votes and will now move on to the Senate in which it must be passed by Friday, said Reuters. The Republican minority in the Senate said the bill is not top priority at the time.
Those who approve of the bill say that requiring pets to be spayed or neutered is common sense. It will help reduce the number of unwanted, abandoned, and feral pets all over the state. It will make mass euthanasia a thing of the past as well, as nearly 500,000 pets each year are killed. Not only is this a tragedy for so many adoptable pets, but it also costs the state a large sum of money, nearly $300 million a year, reported Reuters.
Enforcing the spaying and neutering of pets is a good thing, according to Leslie Nuccio of the San Francisco area group Bad Rap -- Bay Area Doglovers Responsible About Pit bulls. She said that the bill will help California's unwanted pet population because too few pet owners spay or neuter their pets, said Reuters.
When and how the law would be enforced is still under debate.
