The first thing to do is figure out a list of supplies that you will need to get started. Here are some ideas (We will go through each one in a moment):

Ribbons & Basket Filler
Basket - When picking out a basket to use for your gift, think about what type of basket will match their decor or what area of the home it will sit in. For instance, if she has a country kitchen a wicker basket would make a good choice and could also include a few spices in addition to the candles. Keep in mind that she may want to use the basket for several other things a few months down the road. Use your imagination and you will come up with some great ideas.
Candles - Decide whether you want to purchase scented or unscented candles first. Most likely you have a good idea of what your friend or relative would like to have. Most people enjoy the fragrance of scented candles. Next, find scented candles for your basket that closely fit the theme you have decided on. For instance, if you are giving a candle gift basket for Thanksgiving you could include candles scented with fragrances such as apple and spices. You get the idea.
If your gift basket is more for a romantic gesture, consider adding a couple of candlesticks to the package. It makes a nice touch. In fact, you could even add in a bottle of wine, or block of cheese and crackers to the basket. Again, you're only limited by your imagination.
Ribbon & Filler - Add some basket filler to sit all of the items on inside the basket and wrap it up with some colorful ribbon. It helps finnish off the gift and gives it that final touch.
It is amazing at the many ideas you can come up with in giving a candle gift basket. Birthdays, Holidays, Mothers Day, etc, are all times when a gift like this will be appreciated. It is also one that sets you apart from the standard gifts of clothes or kitchen utensils. It is one that lets the person think of you time and time again.
