CCI President Bill Robinson Presents Proposal to Wilson, Oklahoma, Leaders
Innovative Faith-Based Correctional Facility Proposed as Local Economic Boost
According to Project Director Rex Whitten, the $30 million construction project could be completed in 12-15 months. At that time, the facility would employ approximately 150 full-time employees with over a $4.5 mil annual payroll. In addition, U.S. Chamber of Commerce statistics estimate an additional 1.45 jobs generated for every full-time employee. At a time when the City of Wilson struggles to meet its current financial obligations, the proposed $350,000 paid directly into city coffers for administering the tax-free municipal bond would provide substantial relief. This figure is in addition to increased municipal sales tax, property tax, and utility services. BTW, the bond investors will be purchasing the bond with the disclosure that the bond debt will be secured by the real estate and improvements at no risk to the City of Wilson. If for any reason, the facility is closed, the City of Wilson is not responsible to service the debt. Lastly, the City of Wilson will own the facility and property when the bond debt is paid.
While some may be concerned with the idea of a correctional facility housing criminals near their community, the proposed Habilitation House would only be available to those inmates with 12-30 months remaining of their sentence and be willing to work and learn a trade in a faith-based environment. This is not the typical profile of those inmates whom would risk their entire future by attempting to escape. Furthermore, once inmates have completed their sentence, CCI will return them to the original sentencing jurisdiction where they will most likely enter some type of transitional program further preparing them for society. At least, those being released from Habilitation House will have a savings account, a job skill, and a local faith-based support system.
