1. Install RKLauncher or RocketDock. These are free utilities to launch programs used frequently; mostly those will consist of icons that were deleted in the previous step. These two programs are a Windows version of the Mac taskbar or referred to as the Mac doc. Both of these programs are good, but RocketDock is update more frequently.
2. Install RealDock for RKLaucher. You can download this at http://www.osx-e.com/downloads/docks/realdockrk.html. This is a great way to trade your windows taskbar look to get the Mac taskbar look called the Mac Dock.
3. Hide the Windows taskbar. You won't need the Windows taskbar if you are installing the RealDock for RKLauncher. Right Click on RealDock in a blank space and go to settings, select behavior and check the box for "Hide the Windows Taskbar," and hit OK. This will hide the Windows taskbar so you can enjoy the Mac taskbar look.
4. Add some widgets. Widgets are a great way to have fun or learn, and it creates a nice looking desktop. You can find the latest news, local gas prices, or fun cartoons. Yahoo has a great widget program for Windows and Mac users, but since we are trying to get your Windows to only look like a Mac, you need only to download the Windows Version.
5. Get a Mac browser that is compatible with Windows. Apple has just released the new Safari for Windows. Mac users have enjoyed this for years, but now Apple wants Windows users to enjoy their programs too. Safari is still in beta version, but so far, it is fast, crisp, and clean.
6. Change your wallpaper to look like Mac OS X Tiger: There are two ways to do this. You can download the link here at http://aqua-gero.com/old/forums/downloads/files/Apple_wallpaper.zip. You can also download free high-resolution wallpaper from www.interfacelift.com. They offer different sizes in resolution. High-resolution paper gives a similar look to a Mac because of the clear, crisp look and feel.
7. Try using FlyakiteOSX. This will enhance your entire Windows to look like a Mac, not just the desktop. It is a one-stop package instead of following the all of the above steps. You can download this at http://www.flyakiteosx.com/
Getting your Windows to look like a Mac is simple, but your desktop is better off clean and organized. Now that you have cleaned up your Windows desktop, you only need to worry about cleaning up your other desktop where your work pile is.

I did as you said in the article and all went well except I couldn't get used to it so I reverted back to my Windows XP look. It was interesting, though and it did look good.
