1 box devil's food cake
8 ounces, room temperature cream cheese
1/2 cup sugar
1 1/2 cups miniature chocolate chips
1 cup chocolate chips
1/4 cup milk
1 tbsp butter
1 spring-form pan

Prepare devil's food cake mix
Reserve 2 tbsp of dry cake batter in a small bowl. Follow the directions on the box of devil's food cake to prepare batter. Add 1 cup chocolate chips to the romantic dessert batter and mix with a spoon. (Do not use miniature chocolate chips for this step). Set the romantic dessert cake batter aside.2
Mix together cream cheese filling
Add room temperature cream cheese, sugar and milk to a large bowl. Beat with a hand mixer for 2 minutes. Add 1 cup miniature chocolate chips to the cream cheese mixture. Stir with a wooden or plastic spoon to incorporate the chocolate. (Do not use a hand mixer as the chocolate chips will break up).3
Preheat oven to 325 degrees F and prepare spring-form pan
Preheat oven to 325 degrees F. This may be a lower temperature than suggested on the devil's food cake box, but the spring-form pan produces a thicker cake that takes more time to cook. Reducing the temperature allows the romantic dessert cake to bake properly without burning.Smear the bottom and sides of spring-form pan with butter. Pour reserved dry devil's food cake mix into the spring-form pan. Rotate or turn the pan to coat the sides and bottom with dry cake mix. Flip the spring-form pan over and tap to remove excess dry cake mix.

Getting the chocolate cake into the oven
Pour the prepared romantic dessert cake mix into the spring-form pan. Use a tablespoon to drop large spoonfuls of cream cheese mixture into the devil's food romantic dessert cake. A piping bag may be used for this step if desired. (DO NOT mix cream cheese into the devil's food cake batter).Slide the spring-form pan into the preheated oven and bake for 45 minutes. Check romantic dessert cake for done-ness by inserting a toothpick into a "cake-only" portion of the pan. If cake is not fully baked, allow to cook for 15 more minutes and check again. It could take more than an hour for the cake to bake.
While waiting for the romantic dessert cake to bake, remove the wrappers from the 20 Hershey's Kisses.

Final decoration and chill
Take cake out of the oven when the toothpick comes out clear. Immediately place the 20 Hershey's Kisses on top of the hot romantic dessert cake, neatly. Fill in space between Hershey's Kisses with the remaining 1/2 cup of miniature chocolate chips. Allow chocolate to melt.
