Truth is, 4chan began a voting poll of various Justin Bieber tour concerts across the globe. North Korea hit it, Isreal being second. Kim Jong-il has not commented on the prank and don't hold your breath waiting for the leader of North Korea to respond to this form of immaturity.
Other highly unlikely rumors that may surface in the future includes "Justin Bieber arrested" (too late, that's an early June rumor), "Justin Bieber gay" (oops, a 2009 rumor), "Justin Bieber removes testicle" (again, past rumor), "Justin Bieber porn" (okay, that one is getting old), "Justin Bieber quits singing" (again, old and not true), or "Justin Bieber wants to fight Jonas Brothers" (need we say, another memory). We are batting zero - poor Bieber.
