BULLET POINTS:
*Regular HID lights have 1 HID bulb and Bi Xenon lights have 2 HID bulbs.
*Bi Xenon lights have 2 bulbs becuase 1 is for hi beams and 1 is for normal running lights.
*In regular HID lights the light is moved for hi & low beam modes.
*In regular HID lights either the light bulb is physically moved or the reflectors are moved to projec the light hi & low.
*Without the need for moving parts, bi xenon lights are often less expensive.
*Bi Xenon lights can be installed yourself.
*Not all HID kits are compatible with all cars.
INTERNET PRICE COMPARISON:
I shopped around to see if I was getting a good deal or getting hosed. Here's what I found:
Top Price: $1,599.99 (2008 BMW Replacement Kit - Lol!)
Bottom Price: $50
Quite a big difference in price. Reasons appear to be quality control. Anything less than $80 or so seems to have common problems and bad reviews. I'd probably be willing to bet that most of the cheap HID kits have problems. I've seen a lot of reviews where people are reporting flickering problems and the super cheap ones just dip their bulbs to try and create different colors and that's just a cheap parlor trick. But I also agree that $1600 is just rediculously funny.
PERSONAL REMARKS:
As with all my product reviews (a whopping 3 to date) I always believe it is necessary to test the product to my best ability. If the product is inexpensive, I become a customer so I can fully explore all that widget A has to offer. If the product in question we say...a Ferrari, then I would want to test drive it or at least see lots of pictures. That being said, I got a special deal and was able to get them at a great price in exchange for this review. And my short and simple remark on HID lights in general, is they're awesome.

I wrote this article and had an apparent mild attack of dyslexia. I reversed xenon and bi xenon with reference to the number of bulbs in each headlight. There are 2 bulbs in standard HID xenon headlights and 1 bulb in HID bi xenon headlights. Sorry for the confusion.
