CCI Chairman Bill Robinson Outlines Reason for Withdrawal

Wilson, Oklahoma -- Bill Robinson, CCI Chairman sent this letter in an email to me this morning. I will deliver it to the Wilson, Oklahoma, City Council and the Wilson Post Democrat.

TO THE CITIZENS OF WILSON:

It is with a heavy heart that I send this message. It is to notify you that CCI is withdrawing its proposal for the City of Wilson to be its partner in a Private/Public Partnership for the implementation of Habilitation House.

We were appreciative of the invitation to make a presentation to your Rotary/Chamber of Commerce luncheon meeting. Your hospitality was gracious and the group seemed to be amenable but there were so many vital factors that we discovered to be absent resulting in your Council's decision to table the issue.

Of all the communities that have approached us, Wilson offered the most desirable geographical and economic location but there were just too many negative factors:

1) An atmosphere of cynicism and suspicion
2) No forthright leadership on the Council
3) Almost no curiosity much less involvement from the Church community.
4) An unsupportive City Attorney
5) No willingness to read, listen or understand the opportunity available to the City as an answer to closed businesses and empty parking lots.
6) No fire in the belly or any promise that there ever would be.

This must be a partnership and there must be equal focus and enthusiasm for this vision to become reality. We are most grateful for the vigorous efforts of Farah Bazzrea. She took the time to read and research this opportunity and then worked tirelessly to see it through but could not overcome the resistance to change and growth.

The Bible says, "If a city does not receive you, shake the dust off your feet as testimony against them." We are convinced that when Habilitation House arrives, it will be in God's place, at God's time, and with God's people.

    Corrections Concepts, Inc., a Dallas based non-profit is working to get Wilson, Oklahoma to sponsor the building of a new private prison. The facility would be the first all Christian prison in the U.S. Volunteering inmates would be supervised by Christian guards, and staffers. In addition, the inmates would work at the facility in a prison industry under the federal PIECP program. However, Corrections Concepts intends to not abide by the PIECP mandatory requirements of paying inmate workers in the program prevailing wages - instead choosing to pay them federal minimum wages - for their labor.

    This avoidance of paying prevailing wages was first presented by Corrections Concepts founder, Bill Robinson to Texas Governor Bush in 1995 when Bush's support was sought. Bush so liked the idea of combining faith-based community initiatives with prison industries for prison inmates, he authored Resolutions there in Texas making it easier for such initiative programs to get state tax dollars f
