You could paint clouds on a white t-shirt. Add puffy material to really make them look like clouds. When people ask what your Halloween costume is, say "cloudy ( and as you say, "with a chance of showers," spray them with a water bottle! ) Another idea for coming up with a creative Halloween costume is taking a popular movie or book title; add your own twist. An example is, "Harry Potter in the tropics." Rent or buy a Harry Potter mask and wear a Hawaiian flowered shirt, shorts, flip flops, and a lei.
