There are multiple ways you can go about doing this and some services that can greatly reduce the production time involved. You can create a design in Photoshop and provide the psd file to a service that converts psd files into WordPress themes for several hundred dollars. 1. Use stock photography and stock graphic design
2. Use public domain and royalty free images.
3. Modify an existing theme instead of building it from scratch
4. If you want a custom theme, have a designer create a mockup in photoshop and then outsource the actual coding to a specialty company (see notes).
