First you need to head out to your local sporting goods store and pick up a basketball or soccer ball. These balls come in a variety of sizes so find the one that will fit you best. Remember that the bigger it is the heavier it will be.
Next you need to buy your filler. Rice would be the lightest followed by dirt and sand. Gravel would be your heaviest option. Rice can be purchased at your local grocer and your local home improvement store will sell bags of sand, dirt or gravel. All of these options should be rather cheap.
The absolute cheapest option is to go dig up some dirt out of your own back yard. While you're at the home improvement store picking up your filler you will also need a funnel, a box cutter, adhesive and reinforced tape if you don't already have these items at home.
Once you have your materials you will need to cut a small slit in the ball with a box cutter or scissors. Cut the hole just big enough to be able to slide the funnel into it. Next you will need to fill the ball. You can use sand, rice, dirt, or gravel depending on how much you want your ball to weigh. Fill the ball by pouring the filler into the ball using the funnel.
When your ball is full take out the funnel and tap down the rest of the filler. Then you need to close up the slit with some type of adhesive. Gorilla glue is an extremely strong adhesive that you can find in your local home improvement store.
Once the glue is set wrap the ball well in reinforced tape. This will help support the adhesive at the slit and help prevent the ball from splitting if you choose to throw it against a surface.
Altogether this option should cost you about $15 depending on the items that you already have at home. You can make a complete set by using different sizes and fillers for your medicine balls. After making a ball slam it against the floor to make sure that the tape and adhesive it secure then weight your ball and mark it's weight on the outside with a permanent marker.
