I took my wife out to Elaine's on Franklin for her birthday. We have only lived in Chapel Hill for a few months and weren't sure what to expect. In short it was splendid. The atmosphere was just right for a romantic evening out. Our server was prompt and courteous without being overbearing or intrusive. All three courses of our meal were excellent and flowed seamlessly. Jennings has a unique technique and ability to combine and mix international cuisine styles and flavors in surprising and delightful ways that are truly regionally American. It is almost like fine dining meets country classics. The dessert, which is always prepared by Jennings himself, was exceptional. The pricing was exactly what you would expect it to be at a restaurant of such caliber.
This is a very popular place for the local food elite so if you want to go, and I highly recommend you do, plan on arriving early (before 7:30pm) or make reservations.

Elaine's opened in 1999 on Franklin Street in Chapel Hill, NC. Since then it has been a regular on the top of the best places to eat in the Triangle Area of North Carolina. Chef Bret Jennings is one of the premier chefs in NC and his unique style of regional American cuisine has been a hit with critics and diners alike. They use only the freshest local ingredients from local organic farmers and suppliers and, of course, prepare everything from scratch. Because of this their menu changes with the seasons and what ingredients are available from their local farmers, but regardless of season you can be sure that your meal at Elaine's won't disappoint.
