I, Omar Dyer: is making a pledge to New Jersey; and in that pledge - I will advocate for clean energy, to supply jobs with the Department of Energy's Small Business Innovation Research Program.

- o Helping small business registers and qualifies for the grant process and giving them notice and knowledge when other grants or funding sources are available;
- o Also helping constituents to comply with regulations, updates, set up process, and other problematic deterrence that may accrue when applying for SBIR Funds;
- o Creating jobs in a selected number of 100 jobs to comply with Omar Dyer's private contract with the Department of Energy's SBIR Regulations;
- · Coaches! 101 (Pac)'s have the rights to several projects with the Department of Energy: and as a federal political advocacy / action committee, and organization; as a sole-trading company founded by Omar Lomant Dyer: the organization must create 100 new jobs after servicing of the contract;
- o Working hard to bring energy jobs to New Jersey in a public to private (Coaches! 101 [PAC] participation that will furnish jobs, and spur economic growth;
- · Business set up and Open Door Policy;
- o As a Tax Litigant, I will help entrepreneurs in finalizing small ideas, and non-profit employer identification numbers, into business that comply with the federal coding;
- · The IRS helps idea and the organization of a product name, and Omar Dyer who is a litigant registered with the IRS and a notary public in the state of New Jersey-with civil insurance permits in the State of New Jersey; can help citizens organize EIN's for Non-Profit Entities;
- o Creating a city wide campaign to filter out an open door policy that will help New Jersey constituents;
- · Opening up a partnership with local area block associations;
- · Opening up a community awareness partnership;
- · Strengthen the connection with Law Enforcement and the general public;
- o Making it easier for civilians to file complaints on law enforcement agents, violating the laws on protection and enforcement;
- o Strengthen the Internal Affairs department;
- o Tighten the requirements for employees to live in the boundaries, or in the county of this municipality;
- o Changing or tighten the rules of engagement for law enforcement agents, when engaging the general public;
- · By changing the rule of center mass, until threat is over - to a more conventional down / up approach, until threat is contained;
- · Business to Buiness setting;
- o Using my private practice to help coordinate a bonding system with a public to private, back to private set up for bonding and insurances for small business;

- · Making sure that Economic Development Authority is in compliance with the rules and regulations - on finaincing economic development in New Jersey - and not hindering the business practices of any entity in the city;
- · Bunisess in New Jersey have fallen; job creation has dwindled, and consumer confidence is down - this is because of the rules and terms staged by the Gov. Chris Christie's policies on businesses. This pledge will bring transparency and accountability to how the EDA does business. Since the goal of the EDA is to secure financial health of New Jersey resident, and not hinder long term financial distress;
- o Using the Council on Local Mandates;
- · Assist in contracts approvals and disputes;
- · Help residents with complaints against department appointments;
- · When people are appointed to a public board without a consise approval from the general public: (Steve Lipski's deal worth $1);
- o This is a violation of the Golden Parachute laws, and only a council representative can file for this contract to have an evaluation process at the Local Council on Mandates;
- · Changing the rules for vacant public seats to have a candidacy call and a referendum time period for disputed appointments;
- · Changing the rules on how citizens are appointed as Deputy Mayor, and making the term of the Deputy Mayor a referendum;
- o Having one Deputy Mayor, and requiring that Deputy Mayor to run on the ballot with the Mayor and complete the required signatures of 100, by the nomination of a petition;
- · Opening up the hiring standards by the municipality
- · Changing the rules on contract disputes and benefit improvements that are against the regulations, and interest of the general public;
- · Allowing a civilian referendum process to over turn ordinances rumber stamped by an administration in which council representatives don't approve of.
I, Omar Dyer will make this pledge to New Jersey, and as a representative - this pledge will inspire consumer confidence, and bring a community based trust back to the city in an at-large setting. I have a degree in public laws, and a continous candidate for public office. My pledge to "Turn The Tide" in New Jersey is a pledge on the simple notion that we the people of the people are tired of the perception with corruption, and the lack of public participation. I will pledge that any resolution that I sponsor, will get a referendum calling before being brought to the council for consideration. I also, pledge that bring a private business setting to New Jersey will decrease the burdens being placed on Small Business, street vendors, and certification and licensed residents doing business in New Jersey.
