Ideally, at least initially, it's best to limit directory participation to those that do not charge for inclusion. The benefits of linkbuilding are widely known among the Internet marketing community. There are many webmasters actively looking for opportunities to build links to their own websites. Many of these individuals are interested in and open to link exchange opportunities. Spend a little time searching for blogs and other websites that appeal to your target market, but do not compete directly with you for customers.
Some webmasters publish link exchange opportunities directly on their websites. There may even be opportunities to exchange links with sites that don't have such information readily available. Simply contact the owners of those websites, and offer to link to them. You'll be pleasantly surprised to find that many of the people you contact will accept your offer, and will gladly return the favor with a reciprocal link.
