The first thing you need to do is decide which kind of car you're looking for. This can easily be done by doing some simple research on Google. Once you have decided on the car you should check out Kelly Blue Book to see what the private party value is. A cheap car to me is one that is at least 25% lower than the KBB value. The best deals are when you can find one for 50%+ the value. These are the ones I normally end up reselling.
Once you do manage to find a particular cheap car that you are interested in you should contact the seller and then try to negotiate a price. You will be surprised at how many sellers are willing to sell their car for a fraction of the price. Most of the sellers that you find like this are "desperate sellers" who need money and need it fast. This is the kind of person you are looking for.
People like this usually list their cars right away for 5%-10% cheaper than the KBB value, and they also (in most cases) include "OBO" at the end of their ad (which stands for "Or Best Offer"). So make sure you target the ads that say "OBO" first. If you're not looking for a particular car than these ads should be the first ones you look up on KBB for the price.
Before purchasing any kind of car you should also check the vehicle history. This can easily be done at sites like car fax where you can get a history report as long as you have the VIN number. Once you've checked the vehicle history report its time to contact the seller. Before you negotiate any kind of price you must first test drive the vehicle and inspect it for any and all flaws. This should be done before purchasing the car.
All in all, cheap cars are really easy to find if you know where and how to look for them.
