Go somewhere nice outdoors and take a stroll. Walks are great because you're exercising (and releasing those great endorphins too!) and get a chance to chat. It is much less intense than going for a jog with someone. Also, if you happen to live near a beach, that is a wonderful place to take a stroll. If you don't however, nature parks are wonderful too and especially great if she loves animals and the outdoors.
Go to a festival. There usually aren't any fees to get into them and there is usually plenty of things to do. For instance, you could go check all the vendors there and maybe find something cool to buy to try something new to eat. Those also have built in conversation topics since you can just talk about all the different interesting things you are seeing. Or you could check out the scenery. Many of the festivals are about some kind of plant or flower, and you two could take a walk to check out all the beautiful scenery there. A third thing would be to go catch some live music. Invariably there will be live music happening at some point during the festival, so if you or your date has a taste for music, this would be something fun to do.
Go shopping. Whether you actually need to go and pick up a couple of things or just want to window shop this can be made into a great time for the two of you. Just go to a decent size shopping center and start walking around. There will be plenty of things to talk about between the stores and their items and all the other people around. It can be especially fun around Halloween when lots of stores have Halloween costumes you can try on. Also, if you're not too good at picking clothes or shoes out, I'm sure the woman you're with would be happy to help you.
These are just three examples of what you could do for an inexpensive date and there are plenty more. All you need to do is sit down and brainstorm for a few minutes of things you enjoy doing and I'm sure you can come up with some great ones of your own.
