There will be a 3 tier system from which people can choose:
1. Insurance against serious illness or injury (I for one would feel this is a waste for most people unless they have family contributing factors that predispose them to certain risk factors).
2. A health maintenance plan covering doctor visits and related tests which would also cover prescriptions. This plan would be the one that I would prefer I'm guessing since of all this would be the one that maybe I would end up using.
3. A need based subsidy for the poor along the lines of food stamps model. Where a patient desiring to protect the family and assets from catastrophic loss could choose option 1 but then decide to pay for option 2 out of pocket or using a health care savings account. The risks would be contemplated and decided upon by the needy patient. (This plan is confusing for me)
In all cases
None fit the overall best choices for all. It is like trying to put a band-aid on a severely lacerated cut where it is most assuredly never going to stop the bleeding.
I think that most Americans need an overall health care plan that includes everything from dental to prescriptions. One that we can afford to pay a small premium and where are government no matter how they cut it provides the subsidy for the balance. Complicating health care will only cause confusion and more delays and more problems to the already struggling systems that we have now.
