You have a better chance of catching fish on cloudy days. Fish get spooked very easily on sunny days because they can actually see what is going on. You will get more bites when there is an over cast than any other time of the day. The fish will be more likely to bite on your bait during this time. On cloudy days you will want to use a brighter plastic lure if you are fishing with fake bait.
If you are fishing with live bait you will want to use the right size bait. If you are fishing for Blue Gills you want to use small leaf worms, wax worms or leaches. You don't want to use shiners to catch a Blue Gill because they are too large to eat. You also wont want to fish in an area that only has carp and you're fishing with a crank bait or a popper. You want to know which fish will bite on which lures. If you use worms, you can catch just about any fish in the water.
Another reason that people don't catch fish is because of how they smell. I know this sounds bizarre but if you want to catch a fish, make sure your hands don't smell like smoke. Fish have a good sense of smell, that's why they make garlic scented fishing lures. Don't put your fingers all over the worms and expect the fish to bite on them. Rub your hands in the water if you need to get the smell off of your fingers and your hands. If you want to bring a rag and some anti sanitizer this will work well for removing the smell of a cigarette off of your hands so that you can catch some fish.
People will always catch fish right when the sun comes up and right when the sun comes down. These are two good feeding times that fish will be ready to chomp on your lure, no matter what you are using. Be prepared to catch some fish at these times and don't leave early just because it's starting to get dark, unless you're going to get lost in the woods.
