HJB 4009 Washington State Tenth Amendment Bill

Sponsors of HJM 4009 are; Shea, 4th Leg. District (R), Klippert, 8th Leg District, (R), Condotta, 12th Leg Distirct, (R), Kretz, 7th Leg District, (R), Anderson, 5th Leg District, (R), McCune, 2nd Leg District, (R), and Kristiansen, 39th Leg District, R).

Are there efforts noble or a waste of time? Many legislators probably would say yes to this but are they really on top of the game?

Actually, when you have many websites which are addressing 10th Amendment States Rights and in-fact also have wording for prospective legislator to copy for bills or proposals which they can copy and put forth their specific states bodies then this is not a small effort (*1).

More specifically four states have entered bills to include as a Constitutional Amendment to enforce State's Rights in exactly the format which the federal Constitution and the 10th Amendment have been envisioned by our Founding Fathers and interpreted by James Madison and Thomas Jefferson.

In the Washington State HJM 4009, page 2, line 1-22 quotes from James Madison, Thomas Jefferson and Alexander Hamilton are included. See below:

"WHEREAS, James Madison, "the father of the Constitution," said, "The powers delegated to the federal government are few and defined. Those which are to remain in the state governments are numerous and indefinite. The former will be exercised principally on external objects, [such] as war, peace, negotiation, and foreign commerce. The powers reserved to the several states will extend to all the objects which, in the ordinary course of affairs, concern the lives, liberties, and properties of the people."; and
WHEREAS, Thomas Jefferson emphasized that the states are not "subordinate" to the national government, but rather the two are "coordinate departments of one simple and integral whole. The one is the domestic, the other the foreign branch of the same government."; and
WHEREAS , Alexander Hamilton expressed his hope that "the people will always take care to preserve the constitutional equilibrium between the general and the state governments." He believed that "this balance between the national and sate governments forms a double security to the people. If one [government] encroaches on their rights, they will find a powerful protection i the other. Indeed, they will both be prevented from overpassing their constitutional limits by [the] certain rivalship which will ever subsist between them"; and" (*2)

Actually, in the (*1) web address there are numerous other topics which could be covered later. If you go to the web address shown below you will see numerous topics. (*3) Perhaps these should be discussed at a later time. It seems quite telling that one unconstitutional effort would spring out twelve topics from one Tenth Amendment. Strict adherence to the Tenth Amendment and the Bill of Rights is not an obscure topic in these circles. Whereas I believe the strongest force in our entire government system is the locally county elected Sheriff. Permission or denial is granted for entrance, removal, and enforcement of federal, state, county and city laws in some cases. Without this all the other agencies are effectively nullified.

Since this legislation is really part of the fabric of our nation and definitely in the Constitution the Tenth Amendment needs to be enforced and strictly enforced until a time comes when the states overstep their bounds and wage war on foreigners. Well, I could envision states waging war on citizens of an individual state first before the states wage war on foreign powers.

Looking up this information for the web sites was a pleasure. I originally thought just reading the bill by itself was enlightening but when digging up the research on the internet the breadth and scope of the Tenth Amendment Rights became heart warming. But above all have fun in reading the below references. Perhaps even join or write to your Legislator. This is whether in Washington State or from another state.
