Before beginning, it's important to understand the different parts of a double hung window. There is the lower and upper sash (the part of the window that holds the glass. There are also two stops that keep the sashes in place. one will be inbetween the two sashes and the other will be in front of the bottom sash. The stops rest on the window vertical casing (frame).
To begin weather stripping the window, first remove the old weather stripping.
Once that's done, clean the entire window including the top and bottoms of each sash as well as the stops and casing. It is important to let the window completely dry before proceeding. You may want to take the opportunity to touch up the paint prior to adding new weather stripping.
While the window is drying, it's a good time to take measurements for the new weather stripping. First measure the window sashes (left to right) and then cut weather stripping to match. Apply the new weather stripping to the bottom of the front sash and the top of the back sash by pealing off the backing and pressing the weather stripping into place. Once in place, slide each sash into position and lock the window to help seat the weather stripping into place. This will help to create a tight bond at the top and bottom of the window.
Now cut two pieces of V Channel weather stripping about one inch longer then the sash height. Just like applying the weather stripping to the sashes, peel back the backing and work the weather stripping between the jamb and sash. You will want to start with the front window down and once you get the weather stripping part way down, move the window up until you can grab the weather stripping from the bottom. You will then be able to pull it down until you get it in place. Once ready, press the weather stripping into the sash and use a few finish nails to hold it in place.
