There is a case under which you can decline a job offer before acceptance. What you can do is enabling yourself to get selected till the final stages. You should always amicably settle or disputes and get into a win-win situation for all. It must be remembered that it is the relationship that always counts. No one would like to get back to the drawing board and start the recruitment process all over again. It should be noted that a huge amount of time and money has been spend in finding the right candidate for the job.
This decision can be taken before the acceptance of the offer by taking the appointment order.
