The table cloth is the first choice to make. The table cloth is figuratively the foundation of the mood that you are trying to set. Depending on private taste and desires, a fine black cloth or a white silk and lace table cloth would be appropriate. If you already have a flowery print table cloth, feel free to use it if the date isn't a momentous occasion- such as you're proposing. But don't cheapen the mood with printed vinyl table covers. The length of the cloth shouldn't be excessive because it can be accidentally caught on feet and literally pulled off the table.
Chair decoration is almost as important as the table cloth. Decorative chair covers might be hard to come up with at the last minute though, so use your imagination. You can tie a large bow with wire edged ribbon on the chair back or attach a small gathering of silk flowers at either the chair center back or along the top edge. Also, matching chair pads are always a viable option for both adornment and comfort.
Flowers are an ideal centerpiece. It is important to remember though to use a small vase and flower. A tall vase can be in your line of sight and might even have to be removed later on from the table. The type of flower- daisy, rose, sunflower, carnation- isn't all that important although roses do have a reputation. But if your girl has a favorite flower then use that.
A candle is a great alternative to flowers. Most cut flowers do not irritate allergies even though some sensitive people could take up a sneezing fit. Still, candles are easily took out of storage, cheap and romantic. There are many styles of candle holders, such as crystal, to choose from to help present the right atmosphere.
While it should go without saying, don't use paper or foam plates! If your plates aren't up to par then buy some new ones. Single plates, bowls, and such can be purchased inexpensively at Walmart and other department stores. White paper napkins are acceptable if cloth napkins aren't available.
While the cost should remain minimal, it is important to give a wonderful impression. Music is a good way to finish setting the mood. Play some love songs, light jazz or other instrumental music that will add and not subtract to this special quality time. AC has many song lists that could help you choose the right sound.
