To make one you will just need a few minutes of time and a few supplies. You will need:
(2) 12"x25" pieces of fabric. They can be the same design or different designs as long as they go well together
Thread to match. It's easier to do it on a sewing machine, but it can be done by hand as well
Scissors
Small square of velcro or snaps
Now that you've got all your supplies gathered, it's really easy to put your diaper wallet together.
Start out by putting your fabric rectangles one on top of the other with the patterned parts facing in toward each other. Sew around three sides of the border, leaving one of the short sides open. Turn your fabric rectangle inside out so that the pattern is facing out. Fold the edges in on the side that you haven't sewn yet. Sew along the edge so that you have a nice even border that now matches the other three sides.
Next lay your fabric out with the longer sides along the top and the bottom, like in a landscape portrait. If you are using two different kinds of fabric, put the side that you want to show on the outside, facing down. Now fold the sides in toward the middle, leaving about an inch in the middle. This will give you two flaps folded over that are approximately 5.5 inches wide.
Now sew along the outside border of your fabric. This will leave you with a square that has two pockets that are each approximately 5"x11".
Next, fold your square in half again. When you do this, you should be laying your pockets right on top of each other. Now attach your square of velcro or snap in the middle of the long outside border. Do this on both the left and the right pocket so that the wallet will be able to stay closed. Pay attention to only connect through the pocket layer instead of all the way through both layers. If you attach through both layers your pockets won't be big enough to hold the things you need.
Now your construction is done. You simply open your wallet up and put your diapering supplies in. You can put a travel size pack of wipes in one of the pockets and diapers and some rash cream (if needed) in the other side. One pocket should hold 2-4 diapers depending on the size, along with a small tube or a few sample size packets of diaper rash cream.
Now you have a diaper wallet that you can take anywhere. You can use it by itself or place it inside of your purse. Some people also use them to keep all of their diapering supplies together and organized inside of their diaper bag. It makes it especially convenient to have one inside of your diaper bag if you are traveling. That way you can just grab it to take with you into a rest stop restroom instead of taking the whole diaper bag.
Another great idea is to make two very different ones if you have two children in different sizes of diapers. Then you can use the same diaper bag for most things and just keep their actual diapers separate. That way you don't end up pulling out several diapers before finding one that fits.
