It does not matter if you have brand new scrapbook supplies that you have never opened or some used scrapbook supplies that you are finished with and no longer need. Of course, there are some charitable organizations that only accept new scrapbook supplies for sanitary reasons. Such organizations include places like children's hospitals.

If the charitable organization is local, you can probably just drop off the scrapbooking supplies at the donation drop-off center. If the organization is not local, you will likely need to mail the supplies, at your expense, to the charity. If you need a donation receipt be sure to include a note asking for one that includes your mailing address. You may even want to enclose a self-addressed stamped envelope for the donation receipt.
