How to Make Emergency Dialing Service Better

It's a great thing to be able to call 911 for help. I have observed that over the years there were many crime in which the victims can't make a loud phone call to 911 because they are afraid of the criminal. I have also read that many were killed because they were caught talking aloud to the 911 operator. I'm proposing that they need to put in a new system where victims can text message or send message silently and get help via cellular phones instead of just home phones.

In 2008 every single person is using cellular phone and most of the time we are outside of our home when we needed help and we can't use our home phone. I'm suggesting that the system installs other methods for people to call in instead of just using home phones. One of the new way is to have a cellular answering service at their place where an operator with a unified cellular phone number answers people's call. They will accept phone call and text message or picture message. Text message is the best way because in dangerous situation the victims will be at risk if they talk.

The victims or anyone can do it before hand and save files of their common destinations and when they are in trouble they can just send it speedily to the 911 operator. For example, they can save " I'm Jones Smith, male, 49 years old, and currently at the my work and the address is 433 maple st. Santa Ana, CA 92626." This is a great system in my mind and I hope to see it being install soon.
