First, retailers such as Old Navy and the Gap are selling flip flops as loss leaders for under $10. What that means is that they advertise the cheap flip flops to get you in the store and they hope you'll spend money on other full price items as well. If you have the self control not to blow it by wasting money on things you don't need, this is one of the best sources of cheap flip flops anywhere. In addition, when they go on clearance they may go as low as $1, so if you have storage room it pays to stock up on flip flops. Keep in mind that at full price retailers such as these the cheapest flip flops are bound to be very plain solid colored rubber models.
Another good source for how to find cheap flip flops is your local dollar store or bulk discounter (examples of the latter are Five Below, Amazing Savings and any discount store with "Job" or "Lot" in the title). These stores usually have flip flops for $5 or under and the quality is surprisingly good. As an experiment I test drove a pair of flip flops purchased at Five Below during a 3 pairs for $5 deal and compared them to a pair bought at a boardwalk souvenir shop for $20 due to necessity one day when my sandal strap broke. The cheaper pair lasted longer than the more expensive pair, was more comfortable and had an equally cute pattern.
A surprising source of cheap flip flops are online wholesalers. Most of these sites are intended for businesses but will allow individuals to purchase from them as well. Typically you pay a small fee to register ($5 is common) and then you're entitled to buy stuff online at wholesale prices. There will usually be a minimum quantity of around 50 items, but with prices at under $1 per flip flop this is a huge bargain. An enterprising person could buy a lot of these, take what she needs for her family's personal use and then sell the remainder on eBay for double the original cost. Remember to factor in shipping costs as it will add money to the price to have an entire carton of flip flops sent.
