How to Find an Employment Agency that Places Virtual Customer Service Reps

Why is it that it is so difficult to find a reputable publishing firm who understand that some very talented writers are slipping through the net,simply because they are not financially able to pay up-front costs that may enable them to get their work published.
I am myself on welfare-payments,and have been told by an actual English professor that I am indeed a very talented writer,(he assured me that I should be trying to seek employment with either a newspaper or magazine,(or indeed that I have the talent to write an actual novel).

It is therefore soul-destroying to learn that bureacracy is stopping many seriously talented writers from securing employment,and therefore their dreams are not being realised.
I have tried so many ways of contacting different publishing agencies,(I am at this moment writing a novel,as well as having already written several poems),The fact is that there must be an abundance of un-tapped talent out there,however talent is being wasted and publishers are missing out on real revenue.
Employment agencies tend to save time and money by simply placing people into jobs that simply need filling,...it would seem that talent/ability is not taken seriously enough,so I say to all those publishing firms out there come on look into the reality of certain peoples finacial situations,...and do not appear to be 'SNOBBISH' when it comes to taking new writers onto your books.
