The first thing that you need to understand is that behavioral issues in dogs almost always are the symptom of another problem; if you eliminate the problem then the symptom will disappear as well. These problems vary from health issues to simple boredom or lack of attention, so let us start out by trying to identify what the root cause of your dog's excessive whimpering might be.
The most common reason for a dog to be whimpering all the time is that it simply wants attention or feels neglected; this is even truer in puppies. Are you at work all day and then come home too tired to play with your dog? Has there been a change in your lifestyle that has reduced the amount of attention that you provide your dog with on a daily basis? If you think this could be the cause of your dog's whimpering then you should try to spend a little more time with him or her. Try to fit in a short walk in the morning before work and give your canine companion a little affection when you get home from work. Just a few minutes a couple of times a day can work wonders for cheering your dog up and you will quickly see his or her excessive whimpering vanish as well.
Often times dogs whimper as a way of acting out because they're unhappy with a recent environmental change as well. Did you get a new pet? Have you recently moved or added/lost a member of the household? Think about things that have changed in your dog's routine since the whimpering started. Obviously some things, such as a new child in the home, can't simply be gotten rid of but some of the smaller things can be altered. Even with larger environmental changes often times it goes back to a simple feeling of neglect, give your dog some extra attention to reassure him or her that you're still there and love your best friend.
