First step to having healthy skin is water. The human body is made almost entirely out of water. Another thing you need to understand is your body sweats away a lot of its water supply everyday, so you need to replenish what was drained. It is best to find out your body weight, divide it by two, and whatever half your body weight is, you will need to drink in ounces. EXAMPLE: A 130 pound person will drink 65 ounces of water everyday.
The second step to healthy skin is moisture. You must moisturize every single day! I can't stress this enough. Drinking plenty of water is the first step to inner moisturizing, but you will also need to moisturize on the actual skin surface. To do this, find a good facial lotion, preferably light, that will fit your needs. I've found the Aveeno products work very well.
Moisturize your face in the morning when you first wake up and at night when you're about to crawl in bed. Make sure to use eye crèmes too. When you moisturize your face, make sure to rub the lotion into your neck area as well.
The third step to having healthy skin is cleanliness. Always avoid abrasive cleansing pads and cleansers. Never use cleansing pads that will scratch your face (this will damage your skin cells and cause redness, dryness, itchiness, and so on. Don't use cleaners with rough beads or alcohol. This will do as much damage, if not more, as the abrasive pads. Use mild cleansers and soft cotton washes.
Make sure to treat yourself to a gentle face massage and facial every couple weeks. This will help blood circulation within your face and help prevent redness, swelling, etc. It's also very relaxing.
The fourth step to healthy skin is sun protection. If you use foundation, buy foundations with SPF protection. I do believe you can get foundation with up to SPF16 (maybe even higher now.) Always apply sunscreen before going outside and before putting on your makeup (let the sunscreen dry before applying your makeup.) Try to avoid too much sun exposure between the hours of 10am and 2pm. This is the suns strongest point.
Follow these simple steps each day and you'll be on your way to skin in no time.
