You can go to Google and submit your site for free to the search engine. A spider will crawl your website and then you can perhaps see it on the search results. A lot of the time your blog will not get listed. If you would like to submit your blog to Google you can go to http://www.google.com/addurl/. Then you can submit your blog to Google for free. After about one month if you do not see your blog listed to you will want to try again after you have updated your blog with more information.
You can go to Yahoo and submit your site for free to their search engine as well. A spider will crawl your site for keywords and web sites. With Google And Yahoo it's hard to get the spider to crawl your site and get listed on the search engine results. It will usually take several weeks for your website to get crawled and then pop up in the search engine. If you want to submit your website URL to Yahoo you can go to https://siteexplorer.search.yahoo.com/submit.
Now you have the two places that you can submit your blog for free. You can also go to many other places that will submit your blog to search engines. Altavista is through Yahoos so you will not have to list your blog under Altavista if it's under Yahoo. Some places will require you to place a code on your blog to link back to their site before they will submit your blog to the search engines. Make sure that you place the code on your blog first because you try to submit your site to them. They will check to make sure that it's there, so don't try to get away without doing the work. Keep track of all of the places you have submitted your blog to for free.
