A Halloween costume is usually a parody of the actual person, so you'll want to play on the features Phelps is most known for: his muscles (particularly the abs) and the fact that he has more Olympic gold medals than anyone. Ever. I admire Michael Phelps, but if you wanted to take it a little further, you could also parody his slightly large nose and addiction to his iPod. Whatever works for you and helps to play up the look is fine.
So, where should you start? Unless you are extraordinarily buff, you'll want to purchase a "muscle shirt". These are available at most well-stocked Halloween stores, or you can order one online, such as the Muscle Man Shirt ($29.99) at HalloweenExpress.com. Not only will it keep you a little bit warmer than going shirtless, but it will up the comedic value. As far as pants go, a pair of blue and red track pants (such as in the picture) will work fine, paired with some athletic sandals.
Now, here's where the fun comes in, and the costume turns from mere muscle man to Michael Phelps. You will need faux gold medals - lots of them! You can get a dozen fake Olympic gold medals for under $10.00. If you already have short hair, you're set to go. If you don't, you'll want to comb it over or back so it appears shorter. If your hair is blonde or red, you'll want to use a temporary hair dye to complete the look. If you have an iPod, wear it. You might even listen to it the whole time or pretend that you are. And if you decide to play up the slightly large nose, you can buy an easy-to-use prosthetic nose at The Nightmare Factory.
