The idea here is to capitalize on the current economy by posting in the jobs section in major cities.
First things first, you will need to sign up with a CPA network, my personal favorite being Hydra. Once you are approved here go check for some good CPA offers. There are two routes to take here; route A is to find an offer where the user gets either a credit check or background check - they will have to pay a few bucks for this so your conversions may be less but profit will be the same. Route B is to find a personality or IQ test offer which is free to the user but pays you $1 or more for their free action.
Now head over to a city on Craigslist and post a job offer for anything you want secretary, delivery driver, bar tender, whatever! People are desperate for every type of job these days. Be sure however to keep your posting numbers down so you don't get flagged and also be sure to use a different e-mail account for each ad you post. Be sure to say please e-mail your resume to thegmailaccountyoucreate@gmail.com.
Now go and create a new e-mail account, the one you have placed in your ad, and activate the auto responder feature, this is free on Gmail. What you will do now is set your auto responder to send out a message saying something to the affect of "Due to the very high volume of applicants we are asking that you please take this background check/credit check/personality or IQ test, whatever you choose, and then e-mail the results to secondemail@gmail.com". You will create a second gmail account to have the results e-mailed to, set an auto responder on this one to say "Thank you for your interest but unfortunately this position has already been filled". This way they just forget about it and move on.
What you have now done is to essentially get any job seekers for this position to complete your CPA offer so you get paid!
A few notes here: you don't want 100% conversions so please sprinkle some junk traffic in. If you don't know how to do this the easiest way is to submit your CPA offer that people are being sent to on a bunch of social bookmarking sites. Even 20-50 visitors a day that don't sign up should bring your CTR down enough to look legitimate. Also this can be done entirely for free by placing your ad on a free blogger blog but you will convert way better and make more cash if you buy a domain, really its up to you though and you can always buy a domain after your first payment. Also be sure to use proxies (just search web proxy on Google) for each post so that you don't get all your ads removed at once.
Outsourcing here is very possible, there are tons of services for posting Craigslist ads to be found at Digital Point which is really the only non auto pilot aspect after you have set up your e-mails and web page with your offer.
